Ever since the penguins was still child, they had been into any action. For example: when they save private from hungry leopard seals. Soon the penguins grow up and they did many actions, a decade later, directly after the events of Madagascar 3: Europe's Most Wanted, the Penguins depart from the circus and celebrate Private's birthday by breaking into Fort Knox so that Private can buy Cheesy Dibbles. However they were kidnapped n the vending machine and flown to a submarine base in Venice. There they met Dave;a villainous octopus who disguises himself under the human alias of  Dr. Octavius Brine. When the penguins escape from base, they were rescue by North Wind and they must team up together to save the world.

Penguins: Skipper, Kowalski, Private & Rico

North Wind agents: a wolf named Classified, a demolitionist harp seal named Short Fuse , a muscular polar bear named Corporal, and an intelligent snowy owl named Eva, whom with Kowalski becomes smitten.

Octopus: Dave (human alias of  Dr. Octavius Brine)& his minions.
